I'm not really sure what this stuff is. Its like the Dirty South, going to a mid-90s rave. In actuality, I can't really tell you more than what Wikipedia will say, so I'll leave the research to you.

"Ghost Riding" is a kind of stunt that's done like it's shown in the video. Sometimes it's done at the same types of places where one would do donuts, in fact there are a few cars out there modified so that once they are started they can be ghost-ridden in tight circles. I liked all the "Ghostbusters" references. If you search Youtube, you can also find a video of someone who starts a donut, ghost-rides, and then changes the tire on the moving car (DO NOT TRY THIS AT HOME!)
